Unable to get into the Development mode

Unable to get into Development mode. I switched on Development mode, reload and the development mode is still off. I am trying to create a new preview-theme as described here; https://doc.inkdrop.info/manual/creating-a-theme

Reproduce

Click File -> Settings -> Enable Development, Reload, Development is disabled and sym linked preview-theme via ipm link --dev is not seen.

The dev mode seems to be working. Thanks for the new release.
